Steps to create these pink cartoon nails
I started by applying my base coat.  I then applied 2 coats of China Glaze Dance Dance Baby.  Once they were almost dry, I used the Finger Paints Striper in Ch-Art-Coal Black to outline my nails.  It’s like creating a window frame around the nails.  Make sure the striper brush doesn’t have too much polish on it because you do want thin lines around the nails.  Then using the Finger Paints Striper in Hip Hip Hue-Ray to put an exclamation point type design on the sides of the nails to create the illusion of light hitting the nails. I finished with Revlon’s Matte Top Coat.  Wait until the nails are fully dry before applying a matte top coat as you could smudge your design.  If you are impatient you can use a fast drying top coat first and then use a matte top coat.  I personally love Seche Vite top coat.  I have never had it smudge my designs, it’s fast drying and it is super shiny.
